Remove tripleo-common from global-requirements
As of Wallaby, TripleO no longer requires Mistral for deployment. The only other projects relying on tripleo-common are within the TripleO project itself and those projects are not in global-requirements. As such, tripleo-common can be removed as there are no dependencies with any other non-TripleO OpenStack deliverables.
