Andreas Jaeger f2705ded0a Update python-glanceclient constraints for Py3.8 
The python-glanceclient contraint update did not touch Py3.8, see
Ic964d03e8018faf7294bb766cf3234554c1be1c1.

Sync the entries since Ussuri is testing Py38.
