Dirk Mueller 46704dd712 Blacklist renderspec 1.9.0
The python_requires macro change in 1.9.0 causes quite some
lint fallout, so blacklist that version.

RPM packaging for OpenStack provides RPM spec file templates and tooling for building OpenStack packages for RPM based distributions.
