Tomasz Trębski 95eb284575 Add polkit permissions for monasca-agent user
On SLES12 monasca-agent user cannot execute libvirt plugin.
The problems lies in lack of permissions over 'org.libvirt.unix.monitor'
in polkit. Commits adds necessary file that enables,
on behalf of user who runs monasca-agent, executing commands from libvirt
plugin.

RPM Packaging for OpenStack README

RPM packaging for OpenStack provides RPM spec file templates and tooling for building OpenStack packages for RPM based distributions.

RPM packaging for OpenStack is distributed under the terms of the Apache License, Version 2.0. The full terms and conditions of this license are detailed in the LICENSE file.
