* Create Queens folder
* Promote APIv2 from backlog to Queens and reassign

* Move Spark on Vanilla from backlog to Newton (implemented that cycle)
* Fix incorrect duplicate spec titles
* Remove placeholder files
* Reference image packing in the spec template
* Delete old version of portable templates spec
