Reorganized heat template generation code

* Extracted heat template generation from
  'utils/openstack/heat.py' to 'service/heat/templates.py'.
  Now heat.py is for heat client only.
* Moved heat template resources from 'resources' to
  'service/heat/resources'
* Separated tests for heat templates and heat client.
