Searchlight needs the feature request process and bug workflow to be documented. Our process is meant to allow users to express their desires for new features using Launchpad blueprints. A quick review of blueprints can be done and they can turn into features only requiring additional specifications should the need arise. This patch provides the initial process documentation. It is loosely based on reading many mailing list threads on specs, launchpad, and on the latest updates to the Neutron RFE / spec template process [1].
