Currently builds are failing due to a dependency-of-dependency update in gulp-header (via gulp-angular-templatecache) that is looking for a file that doesn't exist. This adds an empty file to satisfy it as a workaround. Change-Id: I6849892d8f6d4a397f6fc29975041c6da9fef0f8
