Eran Rom 3773503e6e Introducing initial cluster config ...

This is a baby step towards having a single cluster config that
serves:
(1) installation
(2) tests
(3) storlet mgmt
(4) various utils

At this point the functional tests and a deploy
storlet tool use a VERY initial cluster config
