Migrate traefik ingress to v2

Current ingress relation only routes unit to requirer's leader.
Ingress V2 fixes that issue.

Template wsgi-script base of ingress-public instead of ingress-internal,
since ingress-public is mandatory.

Ensure right files are templated.

v1 is mandatory in endpoint definition.
