Hemanth Nakkina b5d7fa62cf lib update: cos_agent to libpatch 25 ...

To avoid regression in job names to scrape configs,
cos_agent library is upgraded to libpatch 25.
openstack-hypervisor charm is rebuilt to pick the
updated cos_agent library.
