Tim Burke 572b6be8f2 Set lower bounds on all requirements and test-requirements
I just took these from the current versions at
https://github.com/openstack/requirements/blob/master/lower-constraints.txt
so we can get the the change we *actually* want, which is to black-list
a known-bad version of eventlet.
