Support CIR for k8s cluster with MgmtDriver

The Tacker Wallaby release supports spec "Support deploying Kubernetes
cluster with MgmtDriver".
Deployed Kubernetes cluster supports only Images registered in
the Docker public registry but doesn't support Images in Docker
private registry.
This specification adds functionality to enable the use of Docker
private registry images in a Kubernetes Cluster environment.
This specification assumes spec "Support deploying Kubernetes cluster
with MgmtDriver".
