Temporary deactivate lower-constraints check 

This update is to cancel the zuul test `openstack-tox-cover` to avoid
deadlock-like situation in which we should merge [1] for making FT as
voting before other one [2] for fixing lower-constraints, but [2]
cannot be merged because of failure of lower-constraints.

We should revert the zuul test soon after [1] is merged.
