Move the fake prometheus image off Debian bullseye
The tacker-monitoring-test image used by setup-fake-prometheus-server is built FROM python:3.8.13, which is based on Debian 11 (bullseye). Debian 11 LTS ended on 2026-08-31 and the bullseye-security Release file has now expired, so the `apt-get-update` in the Dockerfile fails and every job that runs the role (e.g. tacker-ft-v2-k8s) hits RETRY_LIMIT in its pre playbook. Build the image from python:3.12-bookworm instead. The test server in the image only uses the standard library and its requirements.txt is empty, so no other change is needed.
