Fix: Failing two unit tests due to heat-translator

The existing two unit tests are failing due to the changes
merged [1] in heat-translator 2.0.0 version.

Failing two unit tests:-
tacker.tests.unit.vnfm.infra_drivers.openstack.test_openstack.TestOpenStack
1) test_create_tosca_alarm_scale
2) test_create_tosca_scale
