Use Zuul-provided upper-constraints in functional tests
Functional test jobs let tox fetch upper-constraints.txt from releases.openstack.org while creating its venv. The fetch sometimes returns an anti-bot challenge page instead of the constraints file, which pip fails to parse and the job fails before running any test [1]. Set tox_constraints_file to the requirements checkout prepared by Zuul so that no network access is required to resolve the constraints, in the same way as other OpenStack projects.
