VNF scaling: Infra (heat) driver update
implements blueprint: #vnf-scaling All the VDUs are considered as one scale group irrespective of list of VDUs specified in the scaling policy targets. This will be addressed in follow-up patches. Change-Id: I21bc0519860bc46f08363dd07333f29316e50bbd
