Yasufumi Ogawa 997b2265ee Remove many useless warnings ...

* Add __init__.py files to tacker/sol_refactored subdirectories
  that were missing them to discard messages "Package would be
  ignored".

* Fix invalid formats of function's comment which are parsed while
  compiling docs and ended up to warnings.
