Extend v1 Heal to accept an optional additionalParams key that
toggles recreation of Cinder volumes. Add two [vnf_lcm] options
in tacker.conf:
- heal_vnfc_block_storage: default when the request omits the key
- heal_include_block_storage_key: key name in additionalParams
If neither is set, existing behavior is unchanged.
