This patch addresses following facts:
1. common manager methods among plugins should be
   defined in Tempest.
2. methods should be consistent with names and
   parameters.
3. Add docstring about method usage and parameter.

Tempest - The OpenStack Integration Test Suite

This is a set of integration tests to be run against a live OpenStack cluster. Tempest has batteries of tests for OpenStack API validation, scenarios, and other specific tests useful in validating an OpenStack deployment.
