Tempest plugins do use associate_floating_ip() and disassociate_floating_ip() api but scenario- manager doesn't implement it. The plugins using these apis are manila-tempest- plugin, tap, vmware-nsx and neutron-tempest-plugin. This is a set of integration tests to be run against a live OpenStack cluster. Tempest has batteries of tests for OpenStack API validation, scenarios, and other specific tests useful in validating an OpenStack deployment.
