Haejin Choe 87147833ad Add TOSCA v1.3 to valid template version
This patch adds TOSCA v1.3 to valid template version to enable parsing
of TOSCA v1.3 template files.
Note that this patch only adds TOSCA v1.3 to a valid version and does
not compliant to changes made in TOSCA v1.3.
