Pranav Salunke cb35bb360a Update sphinx documentation to fix CI issues

- Removing README.rst being included in the generated docs.
- Project documentation from now on will not rely on README.rst.
- Updated test-requiements bumping version numbers for sphinx,
  oslosphinx and related dependencies.
