Due to a race during the operating system boot process, the neutron server sometimes fails to come up. This patch fixes the problem by restarting the neutron server if it does not reply for too long. Change-Id: Idbb1a360f83abff9374139913eb7677af88e42ed
The scripts in this directory can be used to test the training-cluster.
