Patch Set 2:

> Tricircle development during Victoria cycle will be kept going on
 > by us SZZT Electronics and some bp and prs will be planed to merged
 > into during the next develpment cycle

Thanks Zhang for showing interest to maintain Tricircle. 

We discussed the activeness of this project in TC and as per project retire process, we decided to retire this and announced on ML also in April. In Ussuri cycle also, I cannot find any project specific developments. All the horizontal teams, infra, QA, release are spending their bandwidth on maintaining their CI/CD, releses.
