1.What is the problem ?
  1) Neutron CLI is deprecated and will be removed in the future.
  2) As the other project code is updated,some steps in this doc are no longer applicable.
  3) Some steps are not specific.

2.What is the solution for the problem?
  1) Use opensatck CLI instead.
  2) Redeploy an up-to-date environment with LBaaS and refine this doc accordingly.
  3) Add some substeps and make it more specific.
