Remove todo comment for is_hci feature 

As per doc patch I3798d7e366c6e522368d326a44150599d2805b59,
we can configure cephadm's autotune_memory_target_ratio for
HCI deployments, so we have addressed the functionality that
ceph-ansible's is_hci provides via cephadm.
