Remove useless doc in tripleo-container-manag

The block isn't working well and we need a file to for the dict data,
which we have in the previous block. Let's just remove it.

If Ansible is run in check mode, no container will be removed nor created,
however at the end of the playbook a list of commands will be displayed to show
