We can reuse the same config in another roles for molecule testing which depends on delegated driver. It avoid the duplication and keep the remaining config in role specific molecule.yml Add irrelevant-files in gate pipeline to avoid Zuul job freeze issue. Note: It is not a clean cherry-pick, Zuul-layout is modified to fix job freeze issue.
