Terry Wilson f61fd624ba Leave connection setup to THT ... There is currently no way to set up listening on an SSL connection via ovn-ctl. To get around this, we set up the connection in THT. In addition, the inactivity probe interval cannot be set via the CLI --remote option, meaning that for clustered ovsdb we would use the too-short default of 5s.
