Separate tripleo-time into two distinct roles
This change converts the tripleo time role into two roles:

  - tripleo-ptp
  - tripleo-timezone

This change will ensure we're able to cleanly install and setup
ptp when needed while also providing a well defined interface
for setting the timezone on systems.
