Run tripleo-ci-centos-7-undercloud-upgrades on pike/queens/rocky only

We already have tripleo-ci-centos-7-containerized-undercloud-upgrades in
Stein/master and Rocky, so we don't need tripleo-ci-centos-7-undercloud-upgrades
in master anymore, it's testing a featureset without containerized
undercloud environment.
