Code Issues Proposed changes

Make tripleo-ci-fedora-28-standalone non voting 

Unblocks multiple jobs which fail on fedora-28 for reasons unreletead to
them.

Support for Fedora 28 is mostly experimental and relies on CRs that
are not even planned to be merged, thus its status should be informative
than authoritative.
