Code Issues Proposed changes

set minion job to nv for now 

With the new container builds the container
labels and modify-image-role were not working
correctly together. See related patch
https://review.opendev.org/#/c/740296/

This patch needs to merge and containers need
to be rebuilt, promoted and pushed prior to this
patch being reverted.
