Emilien Macchi 85bf2e8dde Import TripleO legacy zuul jobs 
- Import tripleo-buildimage playbooks and refactorize.
  Note: tripleo_image_type var was created to re-use the
  same playbooks.
- Import toci_ci playbooks and refactorize.
  Note: some vars were created to re-use the same playbooks.
- Import jobs, templates and projects layouts.
  Sort jobs by type so it's easily understable.
- Create new templates and use these templates in tripleo-ci.
  It will make projects layouts easy.

This playbook writes a backwards compatible /etc/nodepool/provider file for legacy jobs running on Zuul v3 which no longer provides that file.
