Switch static ansible inventory to yaml format

This is needed so we can represent complex data types e.g lists/maps
in the vars, which is difficult with the current ini format.

tripleo-ansible-inventory now supports --static-yaml-inventory, and
the old format is deprecated, so switch these uses to the new CLI.
