Remove unused tripleo_common.utils.time_functions
This module was used by the following two mistral actions[1], but both of them were already removed. tripleo.logging_to_swift.format_messages: removed by5566697549
tripleo.files.save_temp_dir_to_swift: removed by5c19663bc4
