Add Mistral workbook to call ceph-ansible to install Ceph

This change adds ceph-ansible.yaml to workbooks, which
provides workflows to trigger ceph-ansible to manage a
Ceph cluster hosted on the overcloud; provided that
the ceph-ansible RPM is installed on the undercloud.
