The keystone v2.0 overcloudrc is not useful anymore, since keystone already removed support for it. This commit doesn't remove overcloudrc, but instead it makes it have the same contents as overcloudrc.v3. Change-Id: Ia98856e092a378ffa90e0dbf2fc8cddd0b5aa58d

The overcloudrc and overcloudrc.v3 now have the same contents and are

keystone-v3-enabled. This was done because keystone no longer supports the
