Brad P. Crochet 7fa4d9d95f Bring the keystone utils up-to-date with Mistral

The Mistral keystone utils had diverged a bit from what was in
tripleo-common. Mistral had slightly different authentication
semantics, so some tripleo-common actions were failing.
