https://review.opendev.org/c/openstack/tripleo-common/+/800580 added the containers for EL9 and that time qdrouterd packages are not available. So we restricted missing packages to EL8. Since the packages is available now so EL8 condition is being removed so that qdrouted container will get built on EL9 also.
