James Slagle 00136d8107 Create config-download dir in tripleo-bootstrap role ... Instead of creating the /var/lib/heat-config/tripleo-config-download directory before every individual server deployment, we should just do it one time. Move the task to the new tripleo-bootstrap role which is run at the beginning before any deployments.
