Kevin Carter dc55e3255a Update artifact tooling for swiftless underclouds ... This change updates the artifact tooling to ensure that we're not assuming we have access to a Swift deployment on the undercloud. The tooling will now sync files locally and push them to target host(s) during deployment time.
