Link to tripleo-quickstart docs for virtual envs
tripleo-quickstart is now the default for virtual environments for use with TripleO. Remove all the instack-virt-setup instructions and link to tripleo-quickstart docs directly. Change-Id: Ie1e1cedbc82503ddc88df48ad7d8e497f2af79cd
