Since we moved the installation items to the deploy-guide, we need to
make sure we properly reference the new locations.

The deployment guide is currently pointed at triplo-docs but it has been
requested that we actually publish a deployment guide. This change
extracts many of the installation doc pages and moves them into the
deploy-guide source tree. Once the deploy-guide is published, we will
follow up to reference the deployment guide from tripleo-docs.

Tripleo-ui has been removed as of Train. But we should keep the docs
around a bit longer as we don't branch tripleo-docs.

The backup and restore doc is getting bigger, now its moved to its own section
also we add support for ReaR.

Now we have CLI support for running the validations.
This submissions improves the current documentation
available and move the current validations docs to
its own section.

The review adds documentation regarding of execution os_tempest on top of
a TripleO deployment provided by one of the TripleO CI jobs.

Adds a full User's Guide for config-download, documenting most
everything I could think of that would be useful.
Previously the page was under the "Feature Configuration" section, and
it's now moved to it's own top level section witin the ToC.
There are a few other minor fixes and improvements included.

This patch will refactor the current documentation
we have to run an Undercloud backup and restore and
will provide new documentation for the Overcloud control
plane backup and restore.

The upstream docs structure is changing, so this change updates our
existing docs into contributor and install guide sections.
