Dmitry Tantsur 7c73f0f1c2 Manually sync global-requirements
Currently the CI is broken because of Sphinx 1.6.1.
We should really start using global-requirements properly.

Purged requirements, as this is not a Python project.

Note that sphinx_rtd_theme is not in g-r, it was kept as it is.
