Currently the CI is broken because of Sphinx 1.6.1. We should really start using global-requirements properly. Purged requirements, as this is not a Python project. Note that sphinx_rtd_theme is not in g-r, it was kept as it is. Change-Id: Ibe31b513c9dcd12b5911e9786e30f77c8a05f5b4
