Luca Miccini be6f1527c8 Switch to {{ undercloud_user }} for rsync ...

{{ ansible_working_dir }} doesn't seem to expand to a valid path when
the playbook is ran by zuul.
Switching to {{ undercloud_user }} seems to work.
