Do not pass ceph_release to ceph-ansible
Hardcoding the Ceph version to use in the templates causes issues in some generic tasks during upgrade, when the cluster has nodes in mixed state. Closes-Bug: 1766502 Change-Id: I20bfd46c1db41e2d2ebd3f810591cabf27f2e664
