Remove support for Cisco UCSM plugin

The plugin doesn't have maintainers nor testing in recent releases,
let's remove it from the tree; and a composable service can be added
later if needed, out of tree.

deprecations:
- |
Support for the Cisco UCSM plugin has been removed from TripleO Train.
The reason is the lack of maintainers and testing around this plugin.
